[Watchdogs] PEC and competition

I'm new to this list and fairly new to Cedar Park, coming from Austin.

I just had a couple quick questions that I figured someone might know in this group.

#1:  Does PEC have a monopoly on electric utilities in there region?  If so, why?


#2:  When I first signed up for PEC, I asked the rep if they have any incentive programs for energy efficiency, alternative energy, etc.  To my surprise, the person I spoke with said they had nothing like that.  I must say I was shocked that nothing existed so I felt that PEC was behind the times.   I've read their magazine (which is more of an advertising medium than informational) and it hints at energy programs but is this just window dressing?
