I am only too happy to share why I tesified against the  Fraser/Rose Bills.  
First and formost , I was exerting my rights and  priviledges as an American 
citizen, that particular special right of freedom  of speech.  For me, as a 
member of PEC, and as an American, it was a  thrill to participate in the 
democratic process.  I am  very disturbed that Milton and Christi Clements seem to 
believe that  right is extended only to those who agree with thier point of  
view.

Second, if anyone feels they must report my activities, I  would ask that 
they get all the information correct.  One, is that the  Swinford Bill is the 
Swinford Bill, not the TEC/Swinford Bill.  But I  believe an astute individual 
might ask why the TEC, and at least 20 other  Texas Electric Cooperative 
representatives were present yesterday, all  opposing the Fraser/Rose bills and 
suppporting the Swinford Bill.  If  the Fraser/Rose bills are so good for 
cooperatives, why are they opposing  it?  In the House, it was recognized by the 
members that the Rose Bill  is a punitive action directed at the PEC.  However, it 
effects all  co-ops. 

So we come to the second portion of  misinformation.  Rep. Rose mentioned 
that when he was in Washington  about all the PEC troubles, he told them that we 
didn't need Washingotn to  fix things in Texas.  I hold the same belief: we 
don't need the  Legislature to fix our co-op.  We are doing a good job 
ourselves, thank  you very much.  And this was part of my testimony. I would prefer to  
see NO interference by government.  THe fear that is being used to  keep the 
pot stirred, is that we have no way of insuring that our reforms,  especially 
the election process, won't go back to the way it was.  THis  can be done by 
an amendment to the by-law regarding the election  process.  Amending to "no 
changes without full disclosure of intent to  members, member support of such 
action and unanimous board vote" could  remedy this problem.  (This is of 
course, a simplified/condensed  example). 

My presence  at the legislature was to  support Mr Garza in discharging his 
duty as directed by 6/7ths of the  Board.  I stated that support, reiterated my 
non-support of the  Rose  bill, and a statement that I felt the Swinford Bil 
needed  additional revision, but that as a member of the PEC, I would support 
the  decision made by the majority of my board.  This may sound like some  
contrdiction, but I believe the Representatives understood my  message.

I respect Milton, Carlos, Patrick,John and Chrisit's  rights to disagree with 
me.  I would appreciate the same  courtesy.  Lack of disagreement, and 
voicing of that disagreement, is a  great part of what got us into this mess in the 
first place.  Allowing  one group of people to set the course of action for 
our cooperative  feels like a very dangerous action to me.  You can expect me to 
 continue to exert my freedome of speech, and the inate freedom of thought  
that comes with that right.
