[Watchdogs] TV ads

I was reading my sunday paper yesterday about PEC having to close down saturday payment collections on saturday (helpful for many of us who work during the week) when my reading was interrupted by a self- serving TV ad touting PEC . I thought this is the type of expenditure (advertising for a monopoly) that was being eliminated. I understand the PEC proganda department still has over a dozen employees. Why won't the new and old regimes combine to cut this wasteful spending. We want fair rates, good service, etc. not more propaganda.
