[Watchdogs] Clutter on this list

Is there not a way to remove the clutter of repeated copying of previous messages on this list?  It takes forever and more patience than I have to get to the new messages.  Anyone have the solution.  This list could be a powerful tool if it didn't get bogged down in copied posts.
C Grossman--still hopeful for sanity in any rate structure change, i.e. change that would incentivize conservation and put the burden of cost on those who require new service or who are excessive in their usage.
