[Watchdogs] Quick cost-cutting measures

As I tried to point out in my cost of service review, expenses not 
directly related to the provision of electricity to members are 
suspect.  They should be eliminated or extremely minimized.  Our total 
cost per member should compare favorably with other large coops.  It 
does not.  Many expenses items could be eliminated or extremely 
minimized with NO impact on current levels of electric service.

You name a few.  I have a longer list.
