[Watchdogs] support Tesar

Dr. Tesar has earned my support as a voting director based upon his unstinting work as an advisory director.  The PEC needs thoughtful, straightforward directors like Dr. Tesar.  Moreover, the directors deserve to be fairly compensated for their efforts on our behalf, per the new (reduced) compensation guidelines.
