Friends and Fellow PEC Members,
I'm pleased to send this announcement of Cristi Clement's candidacy for the
District 1 Director position on the PEC Board of Directors.
As you'll see, Cristi has a wealth of experience in procurement and
administration, having worked many years for the Air Force all over the
world. With her experience, she will be a valuable addition to the Board.
In addition, Cristi has already demonstrated her interest in helping to
reform our cooperative. She has been active on the issues that we
member/owners have been concerned about. For instance, she joined with a
number of us at the Fairness Hearing in Austin back when Judge Dietz
pretended to be considering objections to the Settlement Agreement. She has
attended numerous Board meetings, she has contributed to the discussion of
issues on the Watchdogs web site, and she has helped to support David Allen
Hall's appeal of the Settlement Agreement, among other things. She is
informed and articulate and will speak effectively to the issues that need
to be addressed.
She will be a strong candidate, and a real advocate for reform on the Board.
I believe you'll find, as I have, that she deserves our support. I plan to
help her all I can, and I would encourage you to do the same.
I'm copying her announcement below, and attaching it as a Word file as well.
Please feel free to share this message, or her announcement, with your
relatives, neighbors, and friends. And remember that regardless of where
you live, as a PEC member you can vote for a candidate in each of the three
districts where the position is on the ballot.

CRISTI CLEMENT ANNOUNCES CANDIDACY FOR PEC BOARD
Cristi Clement of Marble Falls has announced that she is a
candidate for the District 1 Director position on the Pedernales Electric
Cooperative's Board of Directors. The co-op holds its election in May and
Ms. Clement has closely followed events involving the PEC since
moving here from Germany several years ago, where she was employed by the
U.S. Air Force as a contracting official. She said she has the education,
business background and experience needed to help the co-op move ahead with
its commitments to better serve its 222,000-plus members.
She added, "I applaud the Board's recent moves toward openness,
transparency, and efficiency, as well as the efforts to encourage
conservation and make appropriate use of renewable resources. However, there
is still much work to be done to strengthen the co-op. I will work to help
the cooperative continue to deliver a reliable product at the lowest rate
possible, consistent with sound management practices. And I will work to
ensure that concerns of the owners of the cooperative, the members
themselves, are heard, respected, and addressed."
She is a graduate of the University of Oklahoma and earned her
master's degree in procurement and acquisition management from Webster
As a civilian employee of the Air Force, Ms. Clement performed
her duties at bases in Oklahoma, Texas and Germany. She retired in 2006
after a second five-year tour with the Air Force's European headquarters at
Ramstein Air Base, Germany. Between those assignments she filled two
sensitive contracting positions in San Antonio.
"I've negotiated and had oversight over a number of huge contracts related
to complex major weapon systems, large facility and infrastructure projects,
intelligence activities, aerospace fuels for launch programs and sensitive
communications operations that are vital to our national defense," Ms.
Clement said. "Most of my fiduciary responsibilities were conducted at top
secret and higher security category levels."
She handled sensitive contracts at the Air Force Intelligence
Agency headquarters in San Antonio and advocated on behalf of the national
small business sector for contracting opportunities within the classified
While based in Oklahoma, Ms. Clement played a major role
negotiating and managing contractor support services during early deployment

analyst/programmer for a 5-state regional commodities cooperative.
She is married to native Texan Doug Moore, who spent 47 years
with the Air Force.
