[Watchdogs] Improving Board Elections

To The Election Board:
You have asked for our comments; Some improvements are a long-time-coming. They are way overdue.
Number of votes per member: One vote. The extra votes for extra meters harks back to the Fuelburg Electrical Coop, inc.
Board Residency rule: Directors should live in their District and should be available to the Members.
Number of signatures required for nomination: 25 are enough.
Board Districts and balancing member voting population: First off, let's talk only of population of Owner-Members. Let's get far away from counting the meters. Definitely, Yes, let's try to equalize the number of members in the Districts.
Single-District representation: Yes, each member should have a representative who lives in his District, full time. Too, the elections will be more reasonable and manageable if each candidate only has to cover his District.
Number and role of Advisory Directors: The existing rules allow a swarm of Advisory, At large, Hanger-owners who have real trouble staying awake during meetings, were appointed by friends, cost a lot of money and produce diddely. BUT, two have been elected and they should stay.
The two elected Advisory Directors can serve as substitutes, suited up on the bench, ready to go into the game. They can be productive by heading committees.
The rest of the non-elected folks should stay home OR run for election.
