    New leadership wades into debate on openness

A Pedernales Electric Cooperative board member is pushing for a policy 
that could impede his fellow directors from speaking freely to the media 
and others about issues before the country's largest member-owned utility.

James Williams, who was elected to the Pedernales board in June, has 
drafted a two-page proposal directing board members to speak positively 
about the co-op and channel some of their public statements through 
management for approval.

Williams came up with the policy after an apparent disagreement with 
another new director, Patrick Cox, over a newspaper opinion piece Cox 
wrote in December dealing with a scathing review of the co-op's former 
management by Navigant Consulting Inc.
