Alfred,

The PEC Power Supply Subcommittee dealing with conservation will be
reviewing similar incentives and upgrades that you had in Austin.

The subcommittee led by Advisory Director James Spellman will eventually
make recommendations to the board.

This is an unique subcommittee because for the first time members (thanks
to Spellman) will be included on the subcommittee.

Austin Energy (as does San Antonio) produces a large percentage of its own
electricity and actually sells energy to other entities, and thus has a
revenue stream to help finance its conservation endeavors. The PEC does
not produce electricity and sells its electricity to members at cost.

Therefore, we, as members, will be sharing the costs of our conservation
programs and green initiatives (wind generation). Hopefully the co-op will
receive some of the stimulus funds to help. I'm sure AD Spellman and the
subcommittee will be reviewing all the ways available to finance the
co-ops conservation programs and other green initiatives without burdening
the members. The wind generation contract alone costs us about $1,000,000
a month.

I'm sure Mr. Spellman and the committee will be glad to review members
suggestions.
