Unfortunately, this comment (see below, from the AAS web site) by someone, perhaps a defense attorney, is accurate.  Mr. Garcia was in fact badly used for daring to question, but he gave no hint of it from the stand.  Garcia, now the acting general manager/CEO, is seeking the general manager/CEO position on a permanent basis.

Garcia was replaced as legal affairs manager by an independent contractor, Kimberly Paffe, with doubtful qualifications, and all questioning ceased.  Paffe left employment with PEC later with a generous severance payment of more than $80,000.

Patrick, in both your headline and your lead you implied a link between the questioning of a legal bill by Garcia and his transfer. Not until the fourth paragraph did you say that not only did Garcia NOT say there was a link, the state never questioned him on such a link. Further, Garcia testified under defense cross examination that he thanked Fuelberg for the chance to manage the HR department. You need to stick to reporting the facts, not your impressions.
