         PER:  Punishment Phase of a criminal trial against Bennie Ray Fuelburg,
            Jan.14, 2011,  Blanco County Court House,  Johnson City, Tx.   @ 10:30 AM

I decided to try to change some of the ways of the Pedernales Electric Coop in about July 2006.
I found out quickly , that Fuelburg ruled the Coop 100% and he was very strict.  Above all, the Coop was closed to any question or suggestions.  I found out that Fuelburg ran the Coop like a big candy store and the insiders helped themselves freely, without any scrutiny or obligation to the 200,000 Member-Owners.

I got a lot of history from the townpeople, Ex.  Bennie Ray Fuelburg  took over the running of the Coop from his daddy who had run the Coop for about 30 years.  The citizens of Johnson City knew all of the story-history of Bennies' helpers and his appointed Board of Directors, all old pals and completely beholden to Bennie.

I found many cases of  mis-appropriated Coop money long before the  Navigant Study which told of multiple losses of Coop money.

MY COMPLAINT is about this $2,000,000 gift to Bennie, detailed in the enclosed letter.  
This letter is from Kimberly Paffe, PEC's General Council to Juan Garza, PEC's Gen Mgr..  Dated May 15, 2008.
This letter spells out that in December 13, 2004, at a Board Meeting, held off -premises( I am told that the Board Meeting was held in a bar in San Antonio).  The Board awarded Bennie a sum of $2,050,521.60, unanimously approved,  for entering into a Retention Agreement with PEC.

The main point is that the Board Directors did not control Bennie, rather Bennie controlled the Directors like a bunch of pet squirrels.
