Dear Milton:  The Hilton Austin Invoice for $16,065.00, charged against Acct.#826, A&G- Emp Pension & Benefits sounds like part of the cost of the Christmas Party of 2008 in Austin, Texas. 
I had heard about this Party from a group of Lawyers of Austin who commented on the complaints of many of the PEC employees that the bosses got first-class digs and they got rooms at the Motel 6.

I am reasonably sure that the $19,000 paid to the hotel in Horseshoe Bay was about October of 2009, for cancellation of reservations for a planned Party there in Horseshoe Bay.
 
We have to remember that this list in the PEC monthly agenda is only for Invoices over $10,000.  There may be oddles and scads of invoices less that $10,000 that we never hear about.  I still believe that the Xmas Partiers are being held but on the quiet.

I do not feel that the Owners-Members want to call a complete halt to the PEC' Christmas Parties.  Just bring them out in the open and stay withing the yearly budget.  Do not go off to Five-Star hotels in San Antonio or Austin and keep the expenses reasonable.  The Training Center on Hwy 281 is in good condition, it has been up-graded at a very high cost and should serve very well.

The Accounting Department should collect all of the charges for events such as these and should advise the Owners of just what all was spent.  The office overhead charges should be included along with all other charges, transportation, secretarial, postage etc. 

Sooner or later, we have to halt all of this mass of expenditures paid out by the Owners but not approved by the Owners.
