What a nice surprise! Along with my Electric Bill, I got this fine message of information from PEC.

On the front page, there is a note about one of my favorite subjects, the UNcollected Debt of users which runs about $ three million per year $. At first glance, you might get the idea that this lack of collection started in 2006.   I do not think so.  I would bet good money that this lack of collection probably goes back thirty to sixty years.

Can any of you imagine that we have such a dull bunch of folks in the collection Dept. that could not do a better job of collecting if they were allowed to do so.

After years of urging and requests from the Members, PEC declared that they would swing into action and really get out there and collect some of those bad debts.  That was about 18 months ago.  Just remember that before we started getting that figure on the monthly Board Agenda Packet, nobody had any idea that PEC had been losing so much money on these un-collectable electricity bills and we still do not know for how long.

Juan Garza assigned one of the new executives to consolidate the two committees that had not been able to collect the bills , into one committee that would be able to collect the un-collectable bills  The new man was told, plainly, by Juan Garza, "Now, just be sure that you do not hurt any of our Old Friends, out there".   In a later meeting, I clearly heard Paul Hilgers tell the young executive that he must be careful to not hurt any of PEC's Old Friends who had been paying customers for so long and who might be having temporary hard financial times .

So, who are these OLD Friends and how many are  out there?  If the debt collectors cannot collect from these old friends then maybe PEC will never lower the monthly loss to less than this month's $215,000.  These young executives are some of the finest paid executives in Central Texas and I am sure that they could have eliminated this loss of un-collectable bills at least six months ago,  if permitted to work un-restrained.

PEC gives away millions of our dollars every year on many diverse schemes without asking permission of the Owner-Members.  I feel that this "Uncollectible Bill  dodge" is just another PEC Management give-a-way of the Owner's money.  

I do not think that the PEC management has ever asked permission from the Owners for any of the millions  spent on Bennie Fuelburg's ideas of Public Relations....."for the benefit of our Community...... for the Youth...for our employees......for the tree lights.....for the wild flowers etc etc etc".

This PEC  Quarterly is an excellent way to advise the Owners of all of the Give-
Away plans and to ask for the Owners'  permission.  This Quarterly goes to all the Owners of PEC and the added cost would be almost nothing.  The Owners probably have some good ideas about where they would like to see their PEC money going.......  IF AT ALL.
