[Watchdogs] The Promised "Strategic Plan" and Revisions to the Purpose Statement in the Proposed Bylaws

Friends,

Carlos is exactly right: this exchange on Watchdogs, for whatever its
limitations,  is all we have!

I'm sitting out here in the Hill Country wondering about the much publicized
*Strategic Plan,* and its possible connection to some of the revisions of
the Bylaws that we have been discussing on this forum.

Here are President Larry Landaker's words on the topic:

>From Agenda Item 3.A, (Minutes--packet page 7) of the November 15 Board
package:

"7. Items from Executive Session

President Larry Landaker called the afternoon session back into order at
4:22 pm.  He reported that the Board had a very productive session with many
issues covered throughout the course of the day.  There will be a review of
the raw material as captured this afternoon by Mr. Wallace Barron. He will
consolidate, organize and create a draft to be shared with individual board
members for comments and adjustments.  *Once a consensus is reached, a final
draft will be posted for member review and input sometime in the next two
weeks.  The goal is to approve the strategic plan at the November Board
Meeting.*  There was no strategic plan to report today. The Board came back
in open session to discuss items that were not permitted in Executive
Session - member services and the other communications."

I don't know about you, but I haven't seen any Strategic Plan.  And I'm
thinking this is weird: We are witnessing a rush to revise the mission
statement (purpose) in the Preamble to the Bylaws BEFORE we have been
allowed to see the new and highly acclaimed mission statement in the new and
highly acclaimed Strategic Plan.

And I'm remembering Barron's of-the-cuff commentary during the open meeting
on the Bylaws, during which he confessed his high regard for renewables, his
high regard for incentives, and his high regard for rebates, even going so
far as to praise a program that incentivized the purchase of refrigerators,
and commending the company's personnel who helped transfer the items from
the old frig to the new!

Don't you think we should be treated to the new and highly acclaimed
Strategic Plan BEFORE we are asked to swallow a revision in the mission
(purpose) statement in the Bylaws, *especially when that revision takes us
away from the provision of reliable, low-cost power*?

Just wondering.
