[Watchdogs] Nov. 15 presentation - recommendation No. 4

Watchdogs:  Attached is my recommendation which I presented to the PEC  
board today.  Christi Clement amended the By Laws preamble to change  
"affordable" to low cost and added fiscally responsible, and the board  agreed.  No 
other recommended modifications were addressed in the  preamble.
