Based on my conversations with Ross, I believe that he will indeed insist on
open meetings for public business. In some cases, like an executive session
of his committee scheduled to hear a report on executive compensation, he is
apparently constrained by contractual agreements made before he won a seat
on the Board. But I believe that when he has freedom to act, he will argue
for--and vote for--openness and transparency. I certainly hope so, and I
hope that his example will serve to move others to his position.

Anyone who has spent anytime in the Texas Hill Country within the last few
years knows scandal has often been linked to the Pedernales Electric
Cooperative board. But now, less than two months before former PEC general
manager Bennie Fuelberg is set to go on trial for felony theft charges, it
seems like at least one new board appointee is determined to shine
“sunshine” into utility activities – often conducted in the dark. Perhaps
one of the most promising is Ross Fischer, a former head of the Texas Ethics
Commission, who is insisting on open meetings for public business. Fischer
says a planned closed door strategic planning session would be an
“illegitimate process” whose “outcome will be
