[Watchdogs] Purchase of transformers from TEC, December 2010.

Dear Lana:  Reading the Dec. 2010 list of Vouchers:
                     
object 454, Materials Inventory Stocked, bought from TEC, supplies and services,  $179,104.
                     object 454, Materials Inventory Stocked, bought from TEC, supplies and service  $200,392.
                      object 762. DME pole mtd transformers. Bought from TEC $16,450.
                      object 131, DP-Line Transformers.  Bought from  TEC for $200,615.  

Lana, this is serious investment.  The overhead of TEC must charge an extra 10% on these buys.  I cannot believe that TEC has all this in stock on their shelves in their warehouse at a better price than our buyer could get thru open bids.

ERGO, why are we still buying this much from TEC?

 Why are we buying these large amounts of basic investment items from a "Retailer" like TEC?  Any retailer must add on at least 10% just for passing on the orders.
